The world as we knew it is tilting: The rules-based order is eroding, international institutions are being undermined and violence is increasingly asserting itself where the law should apply. Since the occupation of Crimea in 2014, the Kremlin has openly pursued a neo-imperial agenda – and historical experience teaches us that this policy does not end at Ukraine’s borders. At the same time, America is becoming a factor of uncertainty and Europe finds itself in stormy seas.

For Joachim Gauck, the decisive factor is whether we can translate the horror into action: into a more independent defense capability, into strategic economic adjustments in the age of AI and into robust resilience against authoritarian attacks on democracy.
