Today, Europeans are more than just citizens of a nation state. Under EU law, they are EU citizens with freedom of movement rights, family members, refugees or asylum seekers. Nevertheless, there are hardly any sustainable transnational relationships. Member states continue to claim democratic legitimacy on the basis of citizenship and national sovereignty, while the EU often subordinates its democratic ambitions to a market-oriented logic. Thus, the gap between the claim of a community of solidarity and the lived reality is growing. Ana Bobić develops three dimensions of solidarity – redistribution, integration and political solidarity – and asks how they can strengthen genuine belonging in Europe.

Dr. Ana Bobić is a Senior Researcher at the Hertie School and worked at the Court of Justice of the EU from 2021 to 2024. She conducts research on European constitutional law and legal accountability in the EU.
